Rep. Steve Toth authored HB 5449, which would limit the rate of growth in state and local appropriations based on the prior three-year average growth rate of population and inflation. It also mandated that over-collected taxpayer funds be returned through tax reductions.

Local and state government should not have the ability to just spend money without limit. Rep. Toth believes that. He believes government should be limited - not the people.

Similarly, he proposed as constitutional amendment, HJR 212, to accomplish the same thing in the Texas Constitution.
